This document represents the outcome of the study undertaken by the secretariat as well as the various configurations and policies within the framework of the formulation of public policies related to issues raised in the discussion papers in the previous conferences, as well as issues raised in the electoral program of the President of the Republic, and the Program of the National Party and the People’s Assembly elections, which the secretariat participated in preparing based on the role assigned to it in accordance with the bylaws of the party. The document outlined what has been accomplished under the title “promised and fulfilled ” … Among these achievements: A free citizen in a democratic country (the establishment of the first National Council for Human Rights – the abolition of Law No. 150 on the courts of the State Security – the establishment of family courts) – a second launch of the Egyptian economy (the highest growth rate of real GDP over the past ten years – increase in the outcome of the privatization program, 3 times the value in the past year – doubling of net foreign direct investment in the past year) – a better climate for attracting investments (of the law on the protection of competition and prevention of monopolistic practices – 40% reduction in tariffs – to reduce the number of tariff items of 27 items to become 6 items ) – the development of the sectoral performance of the Egyptian economy (the signing of free trade zone agreement with Turkey – 606 qualified companies registered in the Industrial Zones – re-planning the adoption of 497 villages and the adoption of their urban outline) – improving access and care for low-income families (852 thousand families benefited from the social security pension so as to reach more than a million by the end of the fiscal year 2006 / 2007 . A 10% increase in basic salaries for employees with a minimum increase of 36 pounds during the current fiscal year – 20% increase in basic salaries for employees with a minimum of 30 pounds during the financial year) – to improve the standard of living for citizens and to upgrade services provided ( the first National Authority for accreditation , ensuring the quality of education – decrease in the rate of infant mortality to 33 per 1000 live births – 50% the proportion of females enrolled in higher and university education) – deepening and development of Arab relations and regional and international (the movement for a continuous and wide-scale revival of the path of peaceful settlement in the Middle East – Participation AU troops in Darfur – an intensive and sustained effort to strengthen the building of an independent Palestinian state on the Palestinian land occupied in 1967 with Jerusalem as its capital. )
