The paper deals with the subject of debate before construction on agricultural land and urban development in Egypt, begins with an overview of the objective in dealing with the reality and the confidence in the ability to strike a balance between the interests and aspirations of the individual on the one hand and the wishes and aspirations of society on the other. There is no doubt that the agricultural sector is considered one of the fundamental pillars of the national economy in Egypt, in addition to its role in providing the requirements of the agricultural population and food requirements of the Egyptian industry is a leading export sector contributes to the increase in national income and the provision of foreign currency and the central importance of the agricultural land in this context, the agricultural policy has always been with the procedures and management systems to maximize the economic benefits of agriculture in the valley and delta .
