Regarding legislative reforms and transformation mechanisms, Dr. Rabeh Rateeb submitted a working paper entitled “The Legislative Reform in Egypt”, in which he defined the meaning of legislative reform and regulatory laws.(Available in Arabic – German in PDF )
The paper stressed that legislative reform is a vital subject. It emphasized that there are a number of principles that should be taken into account during the carrying out of these reforms, such as scientific knowledge of the social phenomenon under legislation, achieving harmony in the spirit of legislation, as legislation should match the constitutional philosophy of the legislator not only the legislation text. Among the principles is the necessity to ask specialists and the people concerned with the laws about their. The bills in the People’s Assembly should be discussed in a serious and objective way, as the People’s Assembly represents all the categories and classes of the country in the process of law endorsement.
