Investment in human resources, through high quality education is considered the best type of investment in terms of returns and costs. The state is responsible for supervising that educational services include state-targeted educational content that addresses the positives of the future. Most important is the acknowledgement of the certificate issued by educational institutions at both the European and global level. The state must appreciate that investment in the field of education is a long term one. Profit won’t be realized for many years. Private universities function according to the auspices of foreign countries and don’t apply programmers until they have proven successful. They function under the supervision of the Egyptian Ministry of Higher Education and the Supreme Council of Universities.
