Dr. Nader Riad stressed in his article on the idea that It’s a must for authorizations and national forces – Industrial and productive societies to stand by the president of Egypt in order to support him to preserve national interests, in an integration for the top goal, that is, construction of Egypt – future. The article discussed issue of decentralization in administration and economy as one of the important feeders of developed priority necessary to transfer our country to an elevated modern one coping with the countries applying decentralization system which provided them with a supporting force for launch of their economies towards consequent growth rings.(Available in Arabic – German in PDF)
The article clarified that one of the components of decentralization system in administration is that each governorate pays for the central treasury the value of services performed to it nationally and that it affords service cost invoice which it provides to its citizens inside the governorate, among the central services that are performed for a paid return to the central treasury are services of both railway and post mail – security forces lent to each governorate as well as education and health until governorates can achieve independence of an aspect of those services and providing them automatically inside the governorate. The decentralized system allows all governorates to receive their budgets from the public treasury and collect taxes automatically inside governorates and proceed payment of a part of these taxes to the public treasury, on top of which is sales tax. The article pointed to the necessity of non disregard of construction of what we can call by name “the fundamental structure of decentralization” whether from the humanitarian or materialistic or administrative aspects in addition to establishment of a control effective system that depends obviously on the complete transparency parallel to a serious system of rewarding and punishment.
