After considering the Constitution and other six laws, the Prime Minister issued a decree on the formation of the Ministers Council and its internal regulations. In seventeen articles, the decree illustrates the formation of the board of directors of the Training and Qualifying Fund. It also states the Fund’s roles and tasks. In seventeen articles, the decree illustrated the formation of the board of directors of the Training and Qualifying Fund. It also states the Fund’s roles and tasks. The Fund would be responsible for financing establishments, designing strategies, drawing up rules for training, developing research and studies, organizing conferences, and financing the national projects.
