Drs. Sidiq Afifi and Mohamed el Banna presented a working paper titled „Dimensions of the Shift in the Egyptian Economy“. The paper tackles the future vision for economic and social shift in Egypt by creating a better life for people. In this, the human element is the pivot of development; its maker and its target at the same time. The scope of participation must also be broadened for people in all aspects of life, aiming for bigger hope and wider employment. The paper tackled the parties responsible for establishing the future of the human element: State bodies that operate within a clear and specified framework, the business sector with all its components; public, private and cooperative and the family sector. The paper discussed the dimensions of the required shift by reshaping the State’s role – activating market economy values – broadening the scope of participation in decision-making – introducing the inevitable legislative and judicial development – activating the role of local governing units – curbing bureaucracies – upgrading the productive and social service sector – improving the quality of government services to enable a better quality of life – plugging the gap between leadership mindset and executive mindset and promoting the strategy of shift as a national project.
