The paper focused briefly on what the ruling National Democratic Party (NDP) had promised and what had been achieved on different levels such as the amendment of 34 Articles in the Constitution in a step seen as the largest process of constitutional development – the appointment of 30 female judges for the first time in the history of the Egyptian judiciary system – success to increase the real growth rate to 7.1 percent this year – doubling the FDI to USD 11.1 billion – creating 1.4 million new jobs in the non-government sector during the past two years – increasing industrial investments by 156 percent.(Available in Arabic – German in PDF )
The paper highlighted a number of specific commitments by the ruling National Democratic Party (NDP), including: an anti-terrorism law achieving balance between homeland security on the one hand and the rights and freedoms of citizens on the other hand – policies and incentives to encourage investment and develop Upper Egypt’s industrial infrastructure – providing 70,000 housing units to the most needy people as a part of a program aiming to provide 500,000 units – increasing the number of medical convoys to 1,080 convoys to serve about 4 million people nationwide until the end of June 2008 – the establishment and development of 2,500 primary healthcare units from 2007 to 2010 – restructuring railways and developing 65 stations at a total cost of EGP 227 million and buying 300 passenger cars at a cost of EGP 60 million and 120 tractors at a cost of EGP 360 million by the end of 2008 – launching the first and second phases of the third line of the Cairo subway at a total cost of EGP 6.5 billion over six years – applying policies to gradually rationalize energy consumption within a time frame of 15 years to save 20 percent of the currently consumed amount of energy – starting the operational procedures and steps of Egypt’s peaceful nuclear program, which targets the establishment of 4 nuclear power stations by 2022.
