The paper was an update of the policies put forward during the past years about the reform of the health insurance system . Both the party and the government are directed this year towards the development of the economic foundations for the gradual expansion in the umbrella of the social health insurance and access to universal coverage for all citizens by the year 2011 with the continuous upgrading of the quality of medical services provided to the citizens in Egypt, a confirmation of their inherent right to quality health care for themselves and their families . The paper stressed that the policy of health insurance is based on specific fields the most important being : the development of the current social health insurance in its administrative and financial aspects ,and spreading the funds for the deployment of family health care in all the governorates of Egypt . The funds will be the source of management of the finance of the insured independently from primary health-care providers, which are to contract with service providers at the decentralized level ,as the party’s policies on the continued expansion of the establishment of primary health care units in all governorates by the government and the private sector and the NGO’s.
