Egypt can rely on the European industrial modernization programme to develop its own industry, with the industrialists as its main dynamo. Yet, according to Dr. Nader Riad, this program still lacks four main elements that could boost Egyptian exports to Europe. He thinks it should have a mechanism to buy machinery and equipment rather than providing financial funding; it should include complexes for providing industrial services, spare parts and special raw materials; there should be specialized assessment centres, and an industrial map clearly defining export-oriented or value-added industries.
