The paper on operation and investment presented before the Fourth Annual Conference of the National Party reflects the vision of the Party and the future directions and policies of the Government to implement the President’s electoral program. The paper contains four separate papers dealing with fundamental policies: investment policies for operation – investment policy on financing – the development of the pensions systems – the modernization of the administrative mechanism of the State . The investment policies for operating are complementary to what has been agreed upon by the party and its government in the form of actions and policies aimed at creating new jobs and investment as well as equitable distribution within the various governorates and territories of the Republic and the need to adopt policies that would raise the efficiency of public sector institutions under the rules of competition. As well as the streamline process of accounting and control in order to monitor the public money invested therein. The party’s policies for funding and the role of the financial sector in the financing of investments targets to strengthen the reform plan and financial sector development ,and to face the challenges facing the sector and its role in providing finance for investment through the development of the banking system and restructuring of insurance companies owned by the state . AS well as the deepening of capital market financial instruments using the new medium and long-term market, and to take advantage of sophisticated financial services. The pension system is a vital issue for the citizen, as it provides a decent life after retirement and from this point of view presents the integrated policy for the reform of the pension level to ensure the provision of an adequate standard of living for citizens, whether in relation to pensions for private sector workers and that of the public servants as well as government employees. And the employment of temporary workers in the system, in addition to the system for those working abroad. The party’s policies deal with the challenges that these systems face. The party offers its vision for the development of the system for pension in the light of the electoral program of the President of the Republic under the slogan “ to be secured today and tomorrow“ and the program of „pension for those who do not have a pension.“ And the belief of the party of the importance of development and modernization of the administrative mechanism of the State. The party’s policies in this regard are to exert strong efforts within the various institutions of the State to update the regulations and procedures relating to basic services for citizens in order to develop these regulations and procedures so as to facilitate the modernization of the quality of services and efficiency and the use of modern technology to make them easily available to citizens , and also to design and provide a way that respects and encourages the citizen to deal confidently with these devices . The party deems fit to pass a new law governing the function in all its aspects.
