Helmut Kohl was Prime Minister for 16 years. He was the architect of German unity; he succeeded in finalizing the policy of accord with the East and West and liberated Germany from the occupation of four armies. He was also credited with standardizing and adjusting the financial, monetary, and legislative systems, jobs and custom laws and parliamentary legislations. The fruit of his labors was the creation of European unity. He failed to obtain a fifth term in office because he was preoccupied with his own success and he failed to reach out to the masses. A plan to face the challenges must be implemented, not just on paper but in actions as the results are measurable and announced to electors and opponents. Each stage must be characterized and associated with independent and continuous development plans that prepare for challenges and cope with new developments until achievements can be measured.
