Living with the Germans during my first acquainting times in their communities in the sixties was astonishing for me especially on knowing that serving in the military is an optional matter for a young man to decide in the mandatory service age; where he is given the option to postpone it after college graduation or expedite performing this service; the most astonishing for me is that a young man has the right to apologize for military service due to any reason that may include health, psychological or ideological reasons for instance hating to carry a weapon thus, this service must be replaced by another which is called civil service. Our civil service application has taken another twist with its most controversial issued law regarding specific financial allowance and benefits to only be applied on certain professional posts than the others. It should be more favorable to name this law in a way that copes with its goals for instance allowance & incentive law in the governmental posts or regulating salaries and wages of workers in the state law to keep the name of the civil service well expressing its content which is equal to the mandatory military service hence, it shall be a mandatory service for those who are not fit to perform the mandatory one thus, the community shall benefit from its youth called for the honor of serving the country whether in the military or civil services.
