As unemployment rates increase, various ministers and government officials are seeking to establish comprehensive policies in order to reverse this world phenomenon. The Federal German job market has confronted the issue through the appointment of Dr. Wolfgang Clemente in a new cabinet position as Minister of Economy and Labor, whereby the combining of the two portfolios reinstates the meaning of manpower. During his tenor Dr. Clemente established specific regulations, summarized as follows: expansion of permission of early retirement; the approval of a large budget dedicated to funding further training, thus qualifying beginners and handling termination cases; the allowance of industrial companies to reduce working hours; making easy labor loans available to finance labor activities; the expansion of training at all levels, in addition to rehabilitation.
