In the recent past, the State’s policy was based on “Egyptian socialism”. The public sector controlled all productive aspects. This society was called the society of sufficiency and justice, paying no attention to the State’s calculations, mechanisms of competition and superiority. Standards were limited to achieving some goals. The system of quality in the recent past was “a noise without action”. The era ended after it witnessed temporary support for the national economy. A second phase started in the era of the late president Sadat and into the era of President Mubarak who adopted the open-door policy. Harmonization, positive relationship, technical competition and unified language and concepts in the world of standards are the rules of world industry and commerce. The State’s policy in the recent past was based on “Egyptian socialism”. The system of quality was considered “a noise without action”. This era came to an end after it witnessed temporary support for the national economy in the form of local economic monopolizations, isolation from the global system of standards and specifications and retreat of the importance of industrial development. President Mubarak adopted an open-door policy and a new dialogue and exchange of concepts started. We started to hear about new concepts such as customs and obstacles and non-custom obstacles such as certificates of origin and standards and specifications. No products can be sold without meeting these binding standards and receiving certificates of quality. The concepts of quality were restricted to the final product only. Quality was not continuous or stable during the lifetime of goods. New concepts on the necessity of inspecting the system of production and design emerged. In the future, the manufacturer will seek to get local and international certificates proving the quality of his product. The Consumer Protection Agency will ask manufacturers to give certificates of guarantee for their products.
