The article stressed the importance of rationalizing subsidies in the manner that shall not harm the national productive economy and cause fluctuation in prices which harms the poorest and those most in need. The article discussed a number of participations in free-market economy countries, as its directions were not only to provide basic needs, but also to support many of the large industries.(Available in Arabic – German in PDF)
The article referred to the State of Germany that supports agriculture, dairy industry and also the production of meat in order to avoid their deterioration due to the reluctance of peasants from the demand for them due to the lower yield. In order to avoid that, the state provides seeds and services cultivation of the land through collective mechanization at subsidized prices and buys milk from producers at higher prices and bring them to the market at subsidized prices. Germany intended to direct subsidies in an unprecedented new pattern in order to support the auto industry in the financial crisis that attacked it five years ago. The article stressed that these practices and the like is in fact a confirmation of a new reality; that the word subsidies is no longer notorious phrase and that each state has the responsibility to support its poor and its citizens and also their national industries in the way that it considers perfect, if subsidies is indispensable, it must be fair. Providing subsidies in the first phase of the system shall offer opportunity for everyone to benefit from it.
